No IPAD should be used regarding any calls. The Crew Chief needs to trust the crew or make on field adjustments. You will see plenty of IPADS in your career. Simply tell them I can't look at it. As a crew we need to do a better job on having the correct down after every play. Even if it means to stop the game to make sure.

Who enforces 'field' rules?

The entire crew is responsible for the field. At pre-game the entire crew should walk the entire to assure that it is safe.

Pylon Placement

Make sure Pylons/Number markers are 5 yards back (if the field allows).

That is a great tip! Should be one of your pre-game routines. The "G" should be further back. 8 to 10 yards.

The goal line pylon is out of bounds

Inside of goal line pylon touchdown. Outside of pylon out of bounds. This statement is incorrect. Look at 2-26-3 Goal Line Extension and 2.26.3 Situation-A. If a runner is inbounds, has the ball in his left hand, outside the pylon as he breaks the goal line plane. The runner would get goal line extended and would be a touchdown.

Color of the ball...

A couple of examples in Pop Warner games where the coach was really upset in not being able to use a non-tan colored ball and stated they have been allowed to do so in other games and why is this referee enforcing it when others have not. Ball must have one continuous white stripe.

Each team provides at least one legal ball, can change at free kick, new series of downs, etc..

In Pop Warner teams would be scrambling to get a ball in to start their possession but then wanted to quickly change to their 'game' ball. Always had to wait for the next set of downs to make the change.

Does the referee actually check balls for compliance? They should assure that they are legal.

Let the BJ and Umpire take care of it. Anything questionable then the Referee has the final say. Little advice for Pop Warner. Sometimes there is a designated ball person on the sideline. Find out his/her name and let them know I will call out your name and get the ball or get the ball back to you throughout the game. It works pretty well.

Situation

All "chain crew" must comply with Rule 1-3-5b.

Have patience with the chain crew. Very few of them want to do it.

The operator(s) shall be approved by the Line Judge (Referee)? The league provide the clock operators.

Don't get involved in approving the game clock operator. We use whoever they supply. The LJ instructs the game clock operator. Have patience with them too!

Supplementary equipment

Only the state association can sanction the use of supplementary equipment - not the game administrators. Watch out for staff telling you how to do something. In Pop Warner when we were told that the chain crew had to be on the home team (press box) side because of issues with the chain crew in previous games. We went with it for one game but it was too weird and messed up the clock operator, so we went back for the next game. Not really equipment but game administration getting in the way. 

The chains must stay on the visiting sideline. It's up to the team to provide the personal that can work the chains. Remember once the officials take charge of the game. We are the game administrators. Anything unrelated to the game is handled by game management.

COMMENT: Any time the play clock is interrupted for improperly worn or missing equipment by a player, the player is to be removed from the game for at least one play. 

COMMENT: The portion addressing the requirements of a tooth and mouth protector does not address a player who has (2) mouth pieces, with one hanging. How should we enforce that? The second mouthpiece is considered illegal by the referee as it can be confusing; see 1.5.3.

CASEBOOK 1.5.1.E - Can they call a Timeout to return a player who is illegally equipped? No, they cannot buy the player back in.

The players can only have one mouthpiece. Have the player remove the second mouthpiece. If it can be done on the field then let it go. If he has trouble, then stop the clock and remove the player. The player cannot buy himself in with a time out. He can only come back in if it is halftime or starting the OT period. At the HS level the jerseys should be left to the Crew Chief so he can report it to Steve. Play the game and do the best you can. The phrase "illegal by Referee" should never be used. It implies one guy won't let the player do it. That will create "power" issues you would want to avoid. Use the phrase "it is illegal by rule". That implies it is against the rules.

"Opinion of the umpire"....why the umpire and not the referee like other items? 

All crew members have a responsibility. Umpire has equipment, HL has chains, LJ has clock, BJ has balls and ball boys, and Referee oversees everything.
