That is correct. Usually offensive fouls would be declined to end the half unless a touchdown was score. Then the defense would have to accept the penalty to take down the score and replay the down. Exception is a penalty with a loss of down provision.

Cross field mechanics are important so covering official can move back with the dead ball action but signal to the opposite flank that ball was inbounds and that is signal for the opposite to get and hold the spot.

How do we review the validity of calls since we are not allowed to use replay tools? Just official conference or is there something else to do other than hear the coach out?
(A) Ok to use iPad to check proper down. Other discussions are more interpretations of rules. Be aware on penalties - declined go to next down, loss of down penalties.
A time-out is requested and granted for the purpose of reviewing a game officials application of a rule which may been misapplied or misinterpreted. The time-out remains charged to the requesting team, if no change in the ruling results.
In a high school game last season, a visiting team assistant coach wanted a time-out. So, he could have the Head coach get an explanation of a possible illegal shift in the backfield. It was determining the shift was legal and the team was charged a time-out. Rule 2-39 the Referee explained the rule.

The coach should always by updated on the number of timeouts left for each team after each time out AND in the last few minutes of each half during any dead ball situations. Always keep the conversation going with coaches and this was a good way to keep the dialogue going.

Do we always award this request and then charge the Delay of Game if there is no change in the call? Or are there situations where we would deny the request? Is this a situation where we would inform the coach of the consequences before awarding the conference?
Defer to the Referee - tell the Referee that they want a conference but are out of timeouts. In general, find a way to give them the conference. If there is a logical break, we can have the conversation but don't always have the conversation right away.

What is preferred - you count and get more than 11 and while you are recounting to be sure the snap is imminent - throw the flag so you can finish your count and then wave it off if there are 11 OR finish the re-count and throw the flag during the play if you get more than 11?
(A) finish the count and shut down the play after the snap but make it BIG BIG, then slow down, explain to the R what you have in a slow measured manner. Keep your vision wide, slow, make sure no one is running off. Make sure there are no dead ball fouls.
Context (part of rule or case): COMMENT: In a related situation, if the covering official’s count of players has determined there are more than 11 prior to the snap, a dead ball illegal substitution foul should be charged since a replaced player(s) did not leave within three seconds. However, if the covering official’s count is not completed before the snap is imminent or if the substitution has not been monitored, it becomes illegal participation at the snap if more than 11 are in the formation.
