Rule 8, Case 8
Quiz / Scenarios
On the last play of the 4th quarter, A scores a TD, making the score A34-B35. An offensive player throws the ball into the stands. B declines to enforce the penalty on the try, and A’s try is successful. The penalty is enforced on the first play of OT.
Answer: B
B12 enters the field to substitute for B15. B15 attempts to leave the field but hasn’t gotten across his sideline when A starts the play, and the flank throws a penalty. The play results in a TD for A. After the flank reports the foul to the referee, the referee immediately signals the penalty is declined and then signals a TD. One key element is on TDs we can only carryover to the "kickoff" so we can't carry over to an OT.
Foul on the TD play and foul on subsequent try can both be carried over to the kickoff since they happened on different plays they are treated as multiple fouls and can both be enforced.
Context (part of rule or case): Situation E: Foul on TD and try

Is this a point for A because the force that moved the ball into the EZ was made by B?
Additional Question: Why would this be a one-point safety instead of a 2pt safety if this happened on an "ordinary down" and not a try? Also, in an "ordinary down", why would A be rewarded with a safety if B recovered and advanced to the B10?
That would be correct.
Additional question: Because it is the rule.
Context (part of rule or case): Situation A: Force by B into EZ recovered by B on try = point for A
