Signaling a safety from the flank position

It is the flank's call when it involves the goal line. Check with the Referee in case he has some information. If the Referee confirms with a nod or something. Then the flanks will go up with the signal. The Referee does not signal on goal lines plays. Just go slow and process. We want to be 100% sure.
If it is in the end zone that can be handled by the Referee and other covering flank. The Referee is responsible for the end line. The Referee can assist on sideline plays in the end zone.

Status of the clock in A-B-A situation

Regarding starting the clock on the ready after the interception but had pass interference. A change of change of possession does not dictate when the clock starts (it is which team is awarded a new series after the change of possession that matters). The teams retain their designation throughout the down (2-43-4) So since there was an interception and the run ends inbounds, after enforcing the foul Team A ball start on the ready. However, if B interferes but runs out of bounds or is down in either end zone you would start on the snap. Result of the play and which team is awarded a new series is what dictates the game clock on whether is on the ready or snap.

What is legal for a holder with knee down

Regarding the holder. Look at the case book 4.2.2 The holder can place the ball on the ground as long as there is a player in kicking position and then rise, do not shut it down. Only shutting down when the holder is trying to hand, kick, or pass from the knee otherwise we are good. The holder can rise for a bad snap and go immediately back to the knee but not go several steps and to the knee.

Batting the ball

A grounded loose ball can't be batted in any direction. There was a comment that it could be batted backward. There is an exception for scrimmage kicks that K can then bat it towards their own goal line.
