Summer Rules Study Guide (41-60)
2/10, A-40. The QB drops back to the A-30 and throws a pass that is caught by the tailback, an eligible receiver at the A-33. The tailback throws a forward pass downfield. At the B-23, a cornerback interferes with another eligible receiver, preventing a catch.
A. Both the tailback and the cornerback have fouled; the penalties cancel
B. The only foul on the play is defensive pass interference by the cornerback
C. The only foul on the play is an illegal forward pass by the tailback
Note:
PI only applies to a legal forward pass
A, 3/4, B-26. Team A uses a hurry-up offense as it quickly moves to its line of scrimmage. A flanker, who is still in the game after running a pass pattern in the middle of the field on the previous play, did not enter his team’s huddle and goes to a position about a yard inside the sideline before the ready for play signal. Before the snap, a cornerback comes over and covers the flanker. At the snap, the flanker goes downfield and catches a pass at the B-20 where he is tackled. The covering official rules the flanker’s act was not an attempt to deceive. By rule, the result is
A. A, 1/10, B-20, no foul
B. A, 3/9, B-31, illegal formation
C. A, 3/9, B-31, illegal substitution
C. A, 3/19, B-41, illegal participation
7-2-1, 7-2-1 Penalty, 7.2.1 SITUATION C
Note:
Should we not call this since the player was covered by a defender and no true advantage was gained? Also, since he ran a route through the middle of the field, wasn't he technically inside the numbers before getting aligned?
If the WR is covered up we will let it go. By rule this is illegal formation but in practice we will let it go
Keep an eye on this during scrimmage kicks
Since the player was not deemed to be trying to deceive this is illegal formation vs. illegal participation. Following the ready-for-play, all players have to be momentarily between the 9-yard marks/top of the numbers, before the ball is snapped.
It is forward pass interference if any player hinders an opponent’s vision without making an attempt to catch, intercept or bat the ball, even though no contact was made.
7-5-10, 7.5.10 SITUATION C
Note:
Face guarding is no longer a penalty
On 3rd down, The QB drops back to attempt a pass. As his arm is moving forward, he is hit; and the ball pops backward into the air. A defensive player tries to catch the ball and muffs it, and A56 catches the ball behind the line of scrimmage and is tackled immediately.
A. 5-yd penalty for illegal touching by A, ES previous spot
B. 5-yd penalty for illegal touching by A, ES spot foul
C. 4th down for A at the previous spot
D. 4th down for A where A56 was tackled
2-31-2 NOTE, 7-5-6b, 7-5-13
Note:
Forward pass occurs if arm is moving forward, regardless of direction of the pass; all offensive players are eligible to touch a forward pass after the pass has been touched by a defensive player.
Fourth down. The punter is in position 7 yards behind the line of scrimmage, in position to receive the long snap. On the line of scrimmage are three K players numbered 50-79 and four K players numbered 80-99. Legal formation.
2-14-2b, 7-2-5b EXCEPTION 2
Note:
Illegal numbering situation if not in a legal scrimmage kick formation. The kicker needs to be 10 yards back to be a legal scrimmage kick.
Definition of scrimmage kick formation; numbering exceptions for fourth-down scrimmage kick formations.
An offensive lineman contacts a defensive player at the line of scrimmage and drives him back 4 yards beyond the line of scrimmage, when the QB throws a legal forward pass to an eligible receiver beyond the line of scrimmage. No foul for ineligible A player downfield or for offensive pass interference because the offensive lineman had continuous contact.
Note:
Ineligible downfield criteria; cannot be beyond the expanded NZ even if in continuous contact
Pass interference restrictions on a legal forward pass end for:
A. All eligible A players and all B players when the pass has been touched by any player
B. All ineligible A players when B touches the pass
C. All ineligible A players when A touches the pass
D. a and b
E. a and c
Note:
When pass interference restrictions end.
On the last play of the 4th quarter, A scores a TD, making the score A34-B35. An offensive player throws the ball into the stands. B declines to enforce the penalty on the try, and A’s try is successful. The penalty is enforced on the first play of OT.
Note:
Can't enforce in OT because next play would be a KO and there is no KO in OT. R will just enforce on the try
B12 enters the field to substitute for B15. B15 attempts to leave the field but hasn’t gotten across his sideline when A starts the play, and the flank throws a penalty. The play results in a TD for A. After the flank reports the foul to the referee, the referee immediately signals the penalty is declined and then signals a TD. Team A should have been given the opportunity to accept or decline the penalty.
Note:
A has the option to enforce on the try or the kickoff. A can also decline the distance on the try.
Sometimes coaches get confused thinking that they need to decline the penalty to keep the TD.
Be helpful - ask the Coach 'you want to take this on the KO, right?
Penalty for 12 men on the field - if snap is close blow it dead - if the player is close to the sideline let the play go. If the score is out of hand.
A penalty by B, other than unsportsmanlike conduct or non-player on a TD scoring play can be enforced on the try or the kickoff.
A, 3/10, A-6. An offensive player holds a defender in team A’s end zone. If the penalty is accepted, the result is:
A. A, 3/13, A-3
B. Safety
Note:
Procedure when the ES is in the offensive end zone.
In the middle of the third quarter, the QB throws a touchdown pass and is roughed.
A. The penalty may be enforced on the try or kickoff
B. Team A must decline the penalty to keep the touchdown
C. The penalty must be enforced on the try
Note:
The scoring team in this situation need not decline the penalty enforcement to keep the TD.
As time for the first period expires, an offensive player holds in his end zone. The defense accepts the penalty and scores a safety. The period will be extended by an untimed down, and the offensive team will kick off from its 20-yard line as part of the first quarter.
Note:
No untimed down because there was a safety involved (by rule)
3-3-4b know it!!
A period is not extended in the case of a foul for which enforcement, by rule, results in a safety.
During a scrimmage kick, a receiver is running toward his own goal and catches a scrimmage kick over his shoulder at the R-2. He runs into his end zone, where he fumbles the ball; the ball rolls over the side line out of the end zone.
A. Touchdown for K
B. Safety for K
C. Touchback for RR, 1/10, R-2
8-5-2a, Exception; 8.5.2 SITUATION A
Note:
Make sure you drop your bean bag on the play.
Spot of the interception also becomes the spot of enforcement for penalties
Momentum rule
A, 4/12, B-30. The QB completes a legal forward pass to a legal receiver at the B-20, where he is tackled. Just after the QB released the pass at the B-37, defensive player grabbed QB’s facemask and immediately released it.
A. Roughing the passer; ES B-20
B. Roughing the passer; ES B-30
C. 5-yd facemask foul; ES B-30
D. 5-yd facemask foul; ES B-37
E. 15-yd facemask personal foul; ES B-30
F. 15-yd facemask personal foul; ES B-37
9-4-4, 9-4-3h, 9-4 Penalty.
Note:
Argument could be made that this is roughing the passer because contact with the QBs head.
Question is just trying to get at the grab and release vs grab and twist FM penalty.
A 5-yard facemask foul is not an illegal personal contact foul thus it is not roughing the passer. ES is previous spot for fouls by B behind the LOS while the ball is loose.
It is legal for a player to execute a BSB outside the FBZ with forceful contact if initiated with open hands or initiate a screening-style block which is not forceful.
Note:
Look for arms extended. Idea is to get rid of the 'de-cleaters'
Don't be afraid to compliment the player that did the play correctly or the ones that do the right thing - let's them know that you saw them and we are looking
BSB's are usually near the play. Contact away from the ball would be UNR
R, U, and BJ should pick these up
It’s a personal foul to initiate a BSB with anything other than open hands.
During the Pregame Conference with the Referee and Umpire, the home head coach verified all his players are legally equipped. During a down, a home team player wears an illegal jersey which ends just below the numbers, exposing his midriff above his pants.
A. Foul on the home head coach for unsportsmanlike conduct for failing to have his player wear or use required equipment
B. Foul on the player for failing to properly wear required equipment during a down
C. The player must leave the game until he is legally equipped.
D. b and c
E. a and c
1-5-1b (1); 1-5-4; 1-5-6; 3-5-10e; 9-8-1h; 9.8.1 SITUATION G
Note:
Since the jersey is not something that can be fixed it is seen as a more egregious issue than the hip pad in question 13
Failure of the head coach, following verification to have his/her player wear or use legal and/or required equipment.
A, 2/5, A-35. An eligible receiver goes out of bounds at the A-45 to avoid contacting an official. He immediately returns inbounds at the A-48 and catches a legal forward pass at the B-45, where he is downed.
A. Legal play
B. Illegal participation; 15 yds; ES A-35
C. Illegal participation; 5 yds; ES A-35
D. Illegal participation; 5 yds; ES A-45
E. Illegal participation; 15 yds; ES A-48
Note:
This is previous spot because it is a loose ball play. If this was on a running play then this would be at the basic spot
Enforcement spot is the previous spot for a loose ball play. When an offensive player, or a kicking team player, goes out of bounds voluntarily or by accident, or delays his return after being blocked out by an opponent, he commits an illegal participation foul when he returns inbounds. The spot of the foul is where he returns inbounds.
Time for the first half expires as the runner advances to the B-33, where he is tackled. After the runner gets up but before the Referee holds the ball in one hand over his head, defensive player B45 punches the runner. The offensive team accepts the penalty.
A. A, 1/10, B-18; the period is extended for one untimed down; B45 is disqualified
B. A, 1/10, B-18; the period is extended for one untimed down
C. The period is over; enforce the penalty on the second-half kickoff; B45 is disqualified
D. The period is over; enforce the penalty on the second-half kickoff
E. The period is over; the penalty cannot be enforced
Note:
Dead ball foul
A period is not extended if the foul did not occur during the last timed down of the period.
An onside kick off is attempted from the K-40, and the kick travels to the K-46, where a kicker recovers it. During the kick, no receiver blocks, and a kicker blocks a receiver at the R-49.
A. R, 1/10, K-36
B. Re-kick from the K-30
C. R, 1/10, K-41
D. Either a or b
6-1-6, 6-1-7, 9-3-7; 10-4-2 EXCEPTION
Note:
Coach we are taking this on the 36, right?
Some coaches will want the kick.
Illegal blocking during free kick - 10-yard penalty tacked on or re-kicked with 10-yard penalty
A defensive player intercepts a pass and runs it in for a TD. At the A-5, he turns back to an offensive player and holds the ball out toward an offensive player who is pursuing the interceptor. Still holding the ball out to the offensive player, the interceptor crosses the goal line.
A. Live-ball unsportsmanlike conduct foul. Nullify the score and penalize B from the A-5
B. Live ball unsportsmanlike conduct foul. Touchdown for B. Enforce the foul on the try
C. Live ball unsportsmanlike conduct foul. Touchdown for B. Enforce the foul on the kickoff
D. Dead ball unsportsmanlike conduct foul
E. Either b or c
Note:
A live-ball unsportsmanlike foul is treated as a dead-ball foul for enforcement purposes.
