# of players required to play? 

Example: What is the minimum number of players a team can play with? 

Must start with 11 (rule 1-1-3) but will need to have 5-players 50-79 for a legal scrimmage play on offense - so I guess you could play with just 5-players?                          Actually, you would need at least 6 players to snap and run the ball. 7 players if you want to pass the ball.

UNS fouls prior to KO

If there was a team that taunted the opponent prior to the game, and officials decided to give everyone on that team a UNS to start how would we enforce that? Walk off on UNS? Or is there a limit for enforcement? 

If only one team fouled then you would enforce the penalty. If both teams fouled they would offset but all would have their first UNS.

Post-game UNS

If a coach attempts to show video of a play to an official after the game has concluded, would it still be treated as a UNS?

Situation C talks about a coach cursing out the officials after the game and says this should be reported to the state association in accordance to procedures. In this case or in the case of fans cursing at officials as they leave the field, what is the SDFCOA procedure for this? 

The game is over. There should be no discussions with the coach(es). Once the game has concluded the crew should hustle off the field. No one should be waiting or talking to anyone after the game is concluded. The longer you are out on the field especially in a tough game or call the more problems will happen that could have been avoided.

Referee's decision to forfeit a game

If the forfeit is because of both teams engaging in a fight, are we responsible for determining which team forfeits? Or is that left up to CIF?

Quiz question #1, If the correctly placed pylon is out of bounds, and the ball strikes the pylon, why isn't it a kickoff out of bounds.                                                                                                There is two parts to the rule. 1) The pylon is out of bounds. 2) and in the end zone. The results of the play is a touchback.

Is there a reason or best option to place two pylons either 3 feet beyond or on the end lines at each intersection of the hash marks extended?                                                                                       

Not so much in San Diego. Those pylons are for snow games. That is why they are at the hash marks and three feet off the end line. It gives the officials an idea where the hash marks are on the field when covered with snow.

During pre-game walk make sure the pylons are placed correctly.

Game balls

Is there a limit to the number of game balls a team can have?

No.

Can a kicker switch balls and use his own ball or does he need to use the ball that is in play? 

No they must use the same ball unless weather is a factor.

What if Team A doesn't want to let Team B use their ball to play? 

They don't have a choice.

Who is responsible for ensuring the kicking tee is legal? 

The Back Judge.

Who is responsible for making sure the kicking tee is off the field?

The kicking team. Let someone run onto the field to grab it. Communicate to the Referee. Don't ever just throw something off the field without someone seeing that it is coming.

Most obvious decisions can be decided by officials. Go to coaches for decisions not obvious.

Pants covering the knees

When do the pants become illegal equipment? When they can't be pulled down so that they cover the knees? 

We need to be consistent with this. If the kicker on the opening kickoff knees are not covered send them off. They cannot correct it on the field. If you do it early then it will be easier to enforce as the game is being played.

Cleats

What would cause us to examine the cleats of a player? 

If a coach complains.

What is three thicknesses? 

Usually this is left to the Umpire. We want to assure player safety. If padded where it doesn't injure other players then it is legal.

At what point should a UNS Foul and penalty be given to a head coach for his players being improperly equipped, missing equipment, or illegal equipment; versus identifying, an official's timeout, and sending a player off the field for at least one down? 

If more than one player needs to leave the game due to equipment then a flag for UNS should be charged to the Head Coach.

This should be addressed during pre-game walk through.

Are there repercussions if a non- ball-carrying player loses equipment mid play? 

No foul - will just send player off after the play is over. Only issue would be if a player loses his helmet but continues to play - new action - then there would be a foul for illegal participation.

Electronic communications devices shared with players.

When an official sees a piece of communications equipment shown or given to a player within a "between 9-yard Mark Conference", should this be flagged immediately as an UNS foul or should a warning be given first? Does this count as a UNS against the head coach; assuming yes, but want to confirm? (Jeff B.) Warn them not to use them. Preventive officiating. Yes it is charged to the Head Coach.
