Know the lightning rule.

Context (part of rule or case): ART 5 When weather conditions are construed to be hazardous to life or limb of the participants, the crew of officials is authorized to delay or suspend the game.

Do points affect the outcome of playoff qualifying in San Diego?

No

In this ruling for (c). The try is permissible if the potential point(s) is needed in a tie-breaker system for playoff qualifications. NFHS refers to (8-3-1 exceptions). Does California follow this rule? 

No we don't.

This seems to be wrong? Since it is a change of possession and a new series, the clock should always start on the snap.

3-4-7 ART 7 When a foul is committed with less than two minutes remaining in either half, the offended team will have the option to start the game clock on the snap. This is right out of the casebook. 

Context (part of rule or case): 3.4.2 SITUATION D: There are 55 seconds to go in the game when K11 punts the ball from a fourth and 10 situation. R1 catches the kick and returns 10 yards. During the down, but prior to the catch, K3 holds R2. R accepts the penalty. RULING: After enforcement, the game clock starts on the ready-for-play signal unless the offended team chooses to start the game clock on the snap inside the last two minutes of either half.

How do we assure the player has been cleared by an appropriate health-care professional? 

We don't have this rule in California. The player is removed for the rest of the game. After that it is up to the schools.

To clarify - if helmet comes off due to foul the player is not required to leave the field. 

That is correct.

If an official other then the Referee see this. The official should let the Referee know. The Referee can make the determination of whether the player should not come back.

Any player who exhibits signs, symptoms or behaviors consistent with a concussion (such as loss of consciousness, headache, dizziness, confusion or balance problems) shall be immediately removed from the game and shall not return to play until cleared by an appropriate health-care professional. d. The helmet comes completely off during the down or subsequent dead-ball action related to the down without being directly attributable to a foul by an opponent.

We do not stop the game for this. The coach must call a time out or wait for a dead ball period before the Referee will go talk to the coach.

Context (part of rule or case):  ART 11 A player, directed by his coach or the head coach, may request and be granted a time-out for the purpose of the coach and the referee reviewing a decision which may have resulted from misapplication or misinterpretation of a rule, provided the request is made prior to the time the ball becomes live following the play to be reviewed, unless the period has officially ended. When a time-out is so granted, the referee will confer with the coach at the sideline in front of his team box in the field of play. Delay of game only, unless some magic words are said during the conference.

After the PAT. The teams should be back on the field for the free kick. The time period is not a time out. The Back Judge should run the 40 second play clock and both teams should be back on the field prior to the expiration of the 40 second play clock. Game tempo is up to the crew.

Are there any penalties that are automatic first downs other than DPI?

DPI is not an automatic first down in High School. The only automatic first down penalties are any roughing penalties on the passer. kicker or holder.
