Referee mechanic question - I know we all write down, distance, position, etc. of the ball before flipping the chains. Is the quarter declared over after this is done or before? Mechanics manual says to declare quarter over, record down, and release the HL. If we declare the quarter over first, but realize the mistake while recording the down and distance can we still make the correction?

The Referee assures that the down is over and that the chains and down box are in the correct position. Correct any possible issues first. Then Referee holds the ball over his head and officially ends the quarter. Then write down the information. The Referee should always confirm with the Umpire and LJ the down, distance, clip placement is the same before releasing the HL. There is no reason to rush this.

Context (part of rule or case): Situation B: Down box erroneously moved to 4th down instead of 3rd at the end of the 3rd quarter. Not discovered until after quarter declared over.

5.1.3

This is on any down.

Context (part of rule or case): e. R, if K legally kicks during any scrimmage down and the ball is recovered by R, is in joint possession of opponents, goes out of bounds or becomes dead with no player in possession.

5.1.4

The HL needs to know whether the kick goes behind or beyond the NZ.

Context (part of rule or case): Unless first touched by R beyond the neutral zone, if the kickers recover a scrimmage kick in or behind the neutral zone, the ball remains live and belongs to K and the down counts.

5.1.6

Keep aware of enforcement.

Context (part of rule or case): In 5-1-3g and 5-1-5e, the right of R to take the ball at the spot of the first touching by K is canceled if R touches the kick and thereafter during the down commits a foul or if the penalty is accepted for any foul committed during the down.

What is the mechanic for when the progress spot is close to the line to gain? (Asking for all future LJ's)

(Answering my own question) From the mechanics manual:

LINE TO GAIN REACHED AND CLOSE
1. If the line to gain is clearly reached, the LINE JUDGE will stop the clock and indicate first down by pointing their index finger across their chest.
2. If it is close (within one yard on either side of the line to gain), the LINE JUDGE will pinch-in and yell to the crew "close" until the crew recognizes the situation.
3. The REFEREE will then determine if the clock should be stopped to take a longer look or to indicate first down
4. The UMPIRE may also indicate if the play is "close" to a first down.

We don't do many measurements anymore due to the fields. But if it is close. We should measure.

Context (part of rule or case): A measurement may be requested by the captain prior to the ball being marked ready for play, but it may be denied if, in the referee’s opinion, it is obvious the line to gain has or has not been reached.

5.3.3

5.3.4

The ball should be obviously in or obviously out.

Context (part of rule or case): A ball touching the goal-line plane, when it becomes dead is in the end zone, even though it is moving away from the nearer end line and has its foremost point in the field of play.
